's go to jeff ranieri with what's happening right now. >> a lot of rain in northern california. it's not just here in the bay area, but a good section of california. you can see on the estimated rainfall over the past 24 hours is covered in this dark green. that's at least three inches of rainfall. a lot of the river basins can't take any more. it's not just here, but again all the way up to the north of the rivers drained throughout redding, red bluff and chico and down into the bay area. everything is getting close. let's look at the maximum rainfall totals. in the north bay over eight inches. one of the highest. santa cruz mountains nearly 3 1/2. in the south bay, a very high total even for 3,486 feet, 7.24 is astonishing when you think about 24 hours. we will be under a flash flood watch for the north bay and the coastline with our next storm system coming in. we could see totals range from two to four inches. we are not done yet. it taps into a lot of moisture and we will detail when the rain moves in and where the biggest concerns are later on in the show. >> there several pa

consideration, the main way to change the rules comes from oregon democrat jeff merkley. if you want to filibuster, you can't say 60 vote rule, too bad. can't vote on that. you actually have to go down and hold the floor and talk and talk and talk and talk all night and for days and for weeks. you need to work for it. there is merit to this idea. it would make filibusters harder on the minority. it would make them more transparent to the public. it would make them less likely on popular bills, but it wouldn't reverse the transformation of the senate into a place where 60 votes required to get anything done. so there is a proposal that personally i like better. frankly, it's kind of an ingenious proposal. it recognizes that there is general value in protecting the minority's right to be heard. but in order to protect that right, you don't need to make every vote a 60-vote supermajority. this proposal would in one fell swoop end the 60-vote senate, but it would preserve the interests of lengthy debate. the idea doesn't come from outside group or some young radical. it comes from a long

on in chicago. phil flynn. jeff: if you look at today, you would think oil should be higher end of we were higher than we were worried about going over the cliff and oil prices have been down but there's more going on in the oil market than concerned about the cliff. part of is a report from the american petroleum institute showing total petroleum demand in the united states and a 17 year low last month in the month of november. not only that but the drop in distillate demand is off of a map at 6.3%. the reason for the drop is concerns about the economy. the economy, we are only consuming 18.5 million barrels a day, almost unheard of. i save is partly hurricane sandy but the combination is taking a big toll on energy demand. dennis: thank you. as fiscal cliff plan b goes down, coming up, a republican who voted against the john boehner plan. where we go from here. cheryl: we are going to wrap up our week-long stocking up series with a look at credit card stocks, retail companies all weekend we end with the cards. as we go to break look at how the world currencies are faring against the u.s.

to say that we're really going to miss senator jeff bingaman, our chairman on that energy committee. he has done a remarkable job at putting clean energy front and center of our agenda. and then this tax credit was most recently extended in 2009 as part of president obama's recovery act. so renewable energy has enjoyed long-standing bipartisan support, and the wind tax credit has been a great success. the cost of wind power has fallen dramatically as the presiding officer knows, it has fallen dramatically over the years. for example, general -- g.e.'s wind power costs have dropped from 15 cents per kill a watt-hour to near five cents in the last ten years. wind is becoming cost competitive with fossil fuels. on some days, it's the cheapest electricity available. let me just repeat that because that's important, because we hear arguments out there that, oh, this is expensive, but on some days, it is the cheapest electricity available. the department of energy estimates we could receive 20% of our electric power from wind alone by 2030, but we need to stay the course and support a policy
